投标文件(本文简称投标书)是评标的主要依据,是事关投标者能否中标的关键。综合一些投标者在制作投标书方面的失败教训,投标者在制作投标书的过程中,必须对以下四个方面引起足够重视。投标须知”莫弄错

“投标须知”是招标人提醒投标者在投标书中务必全面、正确回答的具体注意事项的书面说明,可以说是投标书的“五脏”。因此,投标人在制作标书时,必须对“招标须知”进行反复学习、理解、直至弄懂弄通,否则弄得不好,就会将“招标须知”理解错,导致投标书成为废标。

二、“实质要求”莫遗漏

三、“重要部分”莫忽视

“标函”、“项目实施方案”、“技术措施”、“售后服务承诺”等都是投标书的重要部分,也是体现投标者是否具有竞争实力的具体表现。倘若投标者对这些“重要部分”不重视,不进行认真、详尽、完美的表述,就会使投标者在商务标、技术标、信誉标等方面失分,以致落榜。
