The tender document (hereinafter referred to as the tender document) is the main basis of bid evaluation and the key to whether the bidder can win the bid. Based on the failure lessons of some bidders in the process of bidding, the following four aspects must be paid enough attention to. Do not make mistakes in the "instructions to bidders"
1、 Do not make mistakes in the "instructions to bidders"
"Instructions to bidders" is a written description of the specific matters needing attention that the bidder must answer comprehensively and correctly in the tender document, which can be said to be the "five viscera" of the tender document. Therefore, the bidder must study, understand and understand the "instructions for bidding" repeatedly when making the bidding documents. Otherwise, if the bidding documents are not well understood, the "bidding instructions" will be misunderstood and the bidding documents will become invalid.
2、 Do not omit "substantial requirements"
Article 27 of Chapter 3 of the bidding law stipulates that "the tender documents shall respond to the substantive requirements and conditions put forward in the bidding documents". This means that as long as the bidder omits a substantive requirement in the bidding document and fails to respond, it will lead to bid abandonment.
3、 Don't neglect the "important part"
"Letter of bid", "project implementation plan", "technical measures", "after-sales service commitment" are all important parts of the tender, and also reflect the specific performance of whether the bidder has competitive strength. If the bidder does not pay attention to these "important parts" and do not make a serious, detailed and perfect description, the bidder will lose points in the commercial bid, technical bid, credit bid and so on, and finally fail in the bid.
4、 Don't be careless about "small projects"
In the preparation of the tender, some projects are very small and easy to do, but a little carelessness will affect the overall situation and lead to the total loss.
