标书必须对以下八个方面引起足够重视

1、商务文件。这类文件是用以证明投标人履行了合法手续及招标人了解投标人商业资信、合法性的文件。一般包括投标保函、投标人的授权书及证明文件、联合体投标人提供的联合协议、投标人所代表的公司的资信证明等,如有分包商,还应出具资信文件供招标人审查。

2、技术文件。如果是建设项目,则包括全部施工组织设计内容,用以评价投标人的技术实力和经验。技术复杂的项目对技术文件的编写内容及格式均有详细要求,投标人应当认真按照规定填写。在编制技术要求时应慎重对待商标、制造商名称、产地等的出现,如果不引用这些名称或式样不足以说明买方的技术要求时,必须加上 "与某某同等"的字样。

4、“投标须知”莫弄错。“投标须知”是招标人提醒投标者在投标书中务必全面,正确回答的具体注意事项的书面说明,可以说是投标书的“五脏”(喻指投标书的“心脏”、“肝脏”、“肾脏”等五脏)。在制作大型数据率的成功交易业务记录时,某投标者将“近三年”,理解为“近年”。将“成功交易业务记录”理解为“内部机构成功开发记录”,以致于使形成的投标书违背了“招标须知”,成为废纸一张。
4. "Instructions to bidders" should not be mistaken. 5、“实质要求”莫遗漏。《政府采购法》,《招标投标法》《政府采购货物和服务招标投标管理办法》等法律法规都规定:投标文件应当对招标文件提出的实质性要求和条件做出响应。这意味着投标者只要对招标文件中的某一条实质性要求遗漏,未作出响应,都将成为无效标。如某招标文件规定,投标者须具备5个方面的条件。若投标者E遗漏了对“招标货物有经营许可证要求的,投标人必须具有该货物的经营许可证”这一要求作出的响应;投标者F在投标书中遗漏了对“投标人必须取得对所投设备生产企业的授权文件”这一要求作出的响应,则投标者E和投标者F,都将因“遗漏”而被淘汰。

6、“重要部分”莫忽视。“标函”、“项目实施方案”、“技术措施”、“售后服务承诺”等都是投标书的重要部分,也是体现投标者是否具有竟争实力的具体表现。倘若,投标者对这些“重要部分”不重视,不进行认真、详尽、完美的表述,就会使投标者在商务标、技术标、信誉标等方面失分,以至于落榜。例如,投标者不重视写好“标函”,则就会在“标函”中不能全面反映本公司的“身价”,不能充分表述本公司的业绩,甚至将获得的重要奖项(省优、市优、鲁班奖等),承建的大型重要项目等在“标函”中没有详细说明,从而不能完全表达本公司对此招标项目的重视程度和诚意。再如,一些投标者对“技术措施”不重视,忽视对拟派出的项目负责人与主要技术人员简历、业绩和拟用于本项目精良设备名称的详细介绍,以致于在这些方面得分不高而出局。
6. "Important part" should not be ignored. "Letter of bid", "project implementation plan", "technical measures" and "after-sales service commitment" are all important parts of the bidding document, and also reflect whether the bidder has competitive strength. If the bidder doesn't pay attention to these "important parts" and doesn't make a serious, detailed and perfect statement, it will make the bidder lose points in the commercial bid, technical bid, reputation bid and so on, and finally lose the list. For example, if the bidder does not pay attention to the "letter of bid", it will not fully reflect the "value" of the company in the "letter of bid", not fully describe the company's performance, or even the important awards (provincial, municipal, Luban awards, etc.) that will be won, and the large-scale and important projects that will be constructed are not detailed in the "letter of bid", so it cannot fully express the company's bidding project And sincerity. For example, some bidders do not pay attention to "technical measures" and ignore the detailed introduction of the resume, performance of the project leader and main technical personnel to be dispatched and the name of the excellent equipment to be used in the project, so that they are out of the game due to low scores in these aspects.
7、“细小项目”莫大意。在制作投标书的时候,有一些项目很细小,也很容易做,但稍一粗心大意,就会影响全局,导致全盘皆输。这些细小项目主要是:①投标书未按照招标文件的有关要求封记的;②未全部加盖法人或委托授权人印签的,如未在投标书的每一页上签字盖章,或未在所有重要汇总标价旁签字盖章,或未将委托授权书放在投标书中;③投标者单位名称或法人姓名与登记执照不符的;④未在投标书上填写法定注册地址的;⑤投标保证金未在规定的时间内缴纳的;⑥投标书的附件资料不全,如设计图纸漏页,有关表格填写漏项等;⑦投标书字迹不端正,无法辨认的;⑧投标书装订不整齐,或投标书上没有目录,没有页码,或文件资料装订前后颠倒的等。
